Elan S. Carr is an influential voice on key policy matters, with extensive experience as a senior U.S. diplomat, criminal prosecutor, military officer, and community leader. In 2019, Carr was appointed United States Special Envoy to Monitor and Combat Antisemitism. As the senior diplomatic representative of the U.S. and the chief advisor to the Secretary of State regarding antisemitism, he directed U.S. policy and programs aimed at combating it. He previously served as a Visiting Fellow at The Heritage Foundation. Carr is an officer in the United States Army Reserve and has received multiple awards for his nearly two decades of military service.
